Will a recommender system alone solve this issue?

I have a project featuring 5+ years of data detailing mechanic reports. Essentially, I want to use ML to build a model that can make suggested actions to fix an issue based on these mechanic reports. For example, if a user typed in that a car “makes a squeaky sound” then it suggests three courses of action that may fix the issue based on similar issues and solutions detailed in the mechanic reports.
